The title is not so much a commentary on how difficult it can be to build a new steam locomotive, more an actual statement of further progress.
There not being an extant County-width tender, some excellent work has been done in producing a 3D CAD model to enable the fabrication of the kit of parts to manufacture the new tender top. It is pleasing to be able to show this progress as this sort of work generally happens behind the scenes and those that do it do not get the credit they deserve.
